The Japanese Ministry of Defense is exploring the possibility of strengthening its submarine fleet with nuclear-powered units, which would be more autonomous and have greater range than current diesel-electric submarines, as part of a five-year development plan scheduled for 2027.

This measure is part of recommendations from a group of experts aimed at creating more competitive Self-Defense Forces in the event of a potential conflict with China.

The new nuclear submarines, in addition to advanced propulsion, could be equipped with vertical launch systems, allowing the firing of cruise missiles and possibly ballistic missiles. These submarines would be capable of remaining submerged for up to six months and patrolling remote areas, such as the South China Sea, significantly extending the reach of Japanese maritime operations, currently limited by conventional submarines.

However, the expert group warns about the high costs of the program, which could be up to ten times higher than those of diesel-electric submarines. To make the project feasible, they suggest financing models combining private investment with state oversight, inspired by international experiences, such as France’s state defense fund.

The initiative also accompanies cooperative efforts with the United States in the development of new destroyers equipped with the Aegis Combat System.
