In addition to the ships, over 120 aircraft and helicopters, about 7,000 units of military equipment, and a contingent of over 90,000 soldiers will participate.
The primary objective of “Ocean-2024” is to test the readiness of the Russian Navy to command forces in various areas of responsibility, address unconventional operational challenges, and utilize modern and highly precise weaponry. The first phase of the exercise will focus on moving force groups to designated training areas. In the second phase, Russian forces will conduct simulated “combat actions” against strategic targets of a fictional enemy, including amphibious landings and the protection of maritime communications and strategic economic activities.
“Ocean-2024” will also involve other Russian agencies, such as the Ministry of Emergency Situations and the Federal Security Service (FSB), as well as representatives from Russia’s partner states.
Historically, the “Ocean” exercises date back to the Soviet era, with the first editions held between 1970 and 1985, and are considered the largest naval maneuvers of the post-war period.
