Companies from France and Ukraine have signed a cooperation agreement to create a constellation of small smart satellites.

The document was signed in Lviv during the IT Arena event and envisions the formation of a national consortium inspired by the French Newspace model, with a unified digital platform and modular architecture for gradual expansion of industrial capacity.

The project will enable observations up to one hundred times more frequent than the Copernicus program, ensuring technological and operational sovereignty from sensors to the end user. On the Ukrainian side, companies in defense, space, and technology participate, such as First Contact and the Advanced Jet Propulsion Laboratory, while France is represented by Prométhée, a specialist in nanosatellites for Earth observation.

The initiative is also aligned with the Ukrainian government’s plans to create the Space Forces by 2025 and develop national defense satellites by 2030, as well as airstrike warning systems and space monitoring.

The Ukrainian Ministry of Defense aims to become the primary customer of space technologies and services in the country, gathering efforts from state-owned, private companies, and sector researchers.
