Rheinmetall has presented Romania with a proposal to supply 216 KF51 Panther tanks, in an agreement estimated at $7.54 billion through the European SAFE program.

The offer is part of a broader effort to modernize Romania’s armored forces, while the government also advances with the second phase of its military renewal program, complementing the purchase of 54 Abrams tanks already approved by the United States. Deliveries of the Abrams are expected after 2026.

The German initiative stands out by meeting a key requirement from Romania’s Ministry of Defense: direct involvement of the local industry in the production, maintenance, and upgrading of the equipment. Rheinmetall proposes to integrate the manufacture of the new tanks with ongoing industrial investments, such as the construction of a powder factory in Victoria, a result of a partnership with the Romanian company Pirochim.

With the creation of the joint venture Rheinmetall Victoria SA, the German company positions itself as a potential long-term strategic partner, offering not only the tanks but also the creation of an industrial ecosystem in the country.

The KF51 Panther would be available in two versions, with either a 120mm or 130mm gun, strengthening Romania’s military capabilities and expanding its technological autonomy.
