President Vladimir Putin has announced an ambitious plan to strengthen the Russian Navy, with investments estimated at around $96.1 billion for the construction of warships over the next decade.

During a meeting in Saint Petersburg with military, government, and industry officials, Putin emphasized the strategic role of the Navy in defending the country’s interests and stated that 49 vessels, including Borei-A and Yasen-M nuclear submarines, have been built over the past five years.

Putin highlighted that the naval fleet must adapt to global instability and technological advancements, pointing to the need for a new approach, including the integration of unmanned systems in air, naval, and submarine operations.

One of the highlights of the meeting was the newly launched Perm submarine, equipped with Zircon hypersonic missiles capable of reaching speeds close to Mach 10 and with a range of over a thousand kilometers, according to Admiral Alexander Moiseyev.

Although the meeting was presented as a strategic planning session, the presence of figures such as the Finance Minister and the director of the country’s main shipbuilding company indicates a clear sign of state support for Navy modernization amid the prolonged conflict in Ukraine and growing tensions with the West.

Putin also emphasized the importance of domestic production of components and cost control in defense projects, with special attention to pricing in the naval sector.
