The incident happened in Croydon, England. According to the driver, he had been parked at the location from November 22 to 26 while he was traveling. When he returned, he was surprised to see the fines on the windshield.
The vehicle owner, who did not want to be identified, told the BBC that he had two penalty charge notices (PCNs) on his windshield. Through security cameras, he saw that he received two more fines, which were removed from the car before he returned from his trip.
Croydon Council canceled the fines a week before the footage was shared on social media and has since apologized for the incident. They explained that the markings were implemented in response to “a resident’s request” on November 17.
“The contractor painted around a car, as is standard practice; otherwise, they would have had to wait for the space to be cleared, which could have taken weeks. The contractor took a photo of the car, so we knew we would not issue a fine to the owner,” a council spokesperson said.
“Unfortunately, one of our attendants was not informed and issued parking fines. However, these were not processed into fines because we had a note in our contractor’s system. The tickets were canceled a week before the video was uploaded to social media, and we apologize for the confusion.”
