These limiters would alert drivers when they exceed the speed limit by about 10 miles per hour, emitting audible and visual warnings. The measure aims to reduce accidents and deaths related to speeding, which accounted for one-third of traffic fatalities in California between 2017 and 2021.

The legislation proposes the installation of passive speed limiters on all vehicles manufactured or sold in the state by 2027, with half of new cars equipped by 2029 and all required to have them by 2032.

Proposed by Senator Scott Wiener, the legislation received support following recommendations from the National Transportation Safety Board. The law will proceed to a vote in the California Assembly before becoming effective.
