The measure includes the intention to sell up to 20 Gripen E/F fighter jets to Ukraine, as well as the donation of up to 16 JAS 39 Gripen C/D aircraft currently in service with the Swedish Air Force.
According to the Swedish government, the initiative follows the Letter of Intent signed on 22 October 2025 by Prime Minister Ulf Kristersson and Ukrainian President Volodymyr Zelenskyy. Negotiations for the sale of the Gripen E/F aircraft are ongoing between the Swedish Defence Materiel Administration and Ukraine, with the aim of concluding an agreement as quickly as possible.

Deliveries of the new Gripen E/F fighter jets are expected to begin before 2030. The first donated Gripen C/D aircraft, however, could be defending Ukrainian airspace as early as next year, provided Kyiv formalises the purchase of the E/F models.
