Designed by the Rubin Marine Engineering Design Bureau, the submarine was developed to carry out strategic missions for the Navy using modern underwater weapons and multi-purpose robotic systems.

During the ceremony, Belousov highlighted the importance of the launch:
“Today is a remarkable event for us – from the renowned Sevmash shipyard, the heavy nuclear missile cruiser ‘Khabarovsk’ is being launched. This carrier of underwater weapons and robotic systems will ensure the security of Russia’s maritime borders and protect its national interests across the oceans,” said the minister.
Belousov thanked the engineers and technicians involved in the project and emphasized that the submarine will undergo a full cycle of sea trials before entering active service.
Modernization inspection and new Arctic ships

During the same working trip, the minister visited the Zvezdochka naval repair center, where he inspected the progress of repairs and modernization works on strategic and multifunctional nuclear submarines.
Belousov also held a meeting with senior Navy officials and representatives of shipbuilding industries to discuss the progress of ongoing projects and the planning of Russia’s submarine fleet.
In addition, the minister was presented with the new ice-class patrol vessel “Ivan Papanin”. Admiral Moiseyev noted that this ship was designed to operate either independently or as part of naval groups within the Northern Fleet, enhancing Russia’s operational capability in the Arctic.
The “Ivan Papanin” was officially commissioned into the Russian Navy in September 2025, after successfully completing all ice navigation trials.
